Police attempt to question Perak speaker over Zambry suspension - malaysiakini

IPOH, March 6 — Poice attempted to question Perak speaker V Sivakumar this morning over the suspension of Perak Menteri Besar Zambry Adbul Kadir and his six executive councilors.
The speaker did not appear at the police station but was represented instead by his lawyer Augustine Anthony and Ipoh Barat member of paliament M. Kulasegaran who said that the speaker was on holiday.
Kulasegaran told reporters that the questioning amounted to harassment and he was forced to attend on Sivakumar’s behalf to avoid giving the impression that the speaker did not want to cooperate with the police. “I had to postpone all my appointments today because of this,” he said.
Augustine criticised the police for not observing the criminal procedure code (CPC) and delivering the notice for questioning to an employee in the speaker’s office instead of directly to Sivakumar.
The notice was issued under section 111 of the CPC and Augustine points out that under that section, the notice can only be delivered to the individual in question and not a clerk or other third parties.
The attempt at questioning appears to be the latest sign of interference from the civil service in the legislature, which some observers say, weakens the doctrine of separation of powers. -- The Malaysian Insider
